2026 Customer Service Regulations
Applying for Service
- Account History Verification: Before applying for service with the Municipal Authority of the Borough of Midland, the Authority will examine the parcel number’s account history to determine if an outstanding balance or delinquency exists on the account. All delinquencies on the account must be satisfied prior to the commencement of new service. It is the responsibility of new property owners to satisfy any municipal liens that may exist prior to application for service.
- Service Application: Customers of the Authority must complete an Application for Service, provided by the Authority. The Agreement must be signed by the property owner or an Authorized Agent, and a $200 security deposit shall be received in the form of check, money order or cash. In addition, legal form of identification (Valid ID or Driver’s License) shall be supplied by the property owner or Authorized agent of the property owner. The Authority will not consider any applications for service until the security deposit has been received. Security deposits are held in a non-interest-bearing account and are returned to property owners after 3 years of continuous, timely payments. Properties sold prior to 3 years of service with a history of on-time payments will receive the security deposit after closing. Security deposits may be applied to final bills, as instructed by the property owner.
- Rental Properties: Customers of the Authority who own rental properties within the service area must maintain service in the name of the property owner. Service may NOT be established in tenant names, NOR will security deposits be accepted from tenants. Tenants may be provided with a mailed or emailed copy of the bill; a tenant information form is available for these purposes. ALL Property owners are required to receive monthly bills and notices either via email or regular mail. Rental property owners are required to supply the Authority with current tenant information, including leasing dates, which must be updated at a minimum of once yearly, or as tenants change. Account balances are ultimately the responsibility of the PROPERTY OWNER.
- Change of Ownership: It is both the responsibility of the seller and buyer to contact the Authority Office to transfer ownership. A new application must be submitted and approved by the Authority immediately following all closings. The Authority shall have the right, upon five (5) days’ notice, to discontinue service to the unit until such new application has been made and approved. Rental Properties: Tenant information must be verified by the new property owner and supplied to the Authority. ALL Property Owners are required to notify the office within five (5) days of the sale/closing of the property to schedule the final read and removal of the meter if the property will be unattended for any period of time.
- Request for Termination/Seasonal Suspension of Services: It is the customer’s responsibility to notify the Authority Office at least forty-eight (48) hours prior to the request of Termination of Services. Vacant properties are not permitted to retain meters, and someone must be present during the removal of the meter. Seasonal Suspension Customers: The meter can remain in your home; however, you are responsible for ensuring an adequate temperature to prevent the meter from freezing. The replacement of damaged meters is the responsibility of the customer.
- Proper Conditions Regarding Meters: Meters must be accessible to Authority staff for necessary maintenance within 24 hours’ notice. Failure to provide adequate access to the meter may result in termination of service or refusal of service. Temperature controls where the meter is located must maintain an ambient temperature of 58° or the meter may freeze. The replacement of frozen, damaged or stolen meters is the customer’s responsibility. The Authority is NOT responsible for excessive consumption or damages resulting from frozen, damaged meters or faulty plumbing fixtures. Credits will NOT be issued for excessive consumption due to neglect of property/poor property conditions.

- If the monthly invoice has not been received, it is the customer’s responsibility to contact the office to request a duplicate bill, or obtain the amount necessary for payment. Not receiving a bill does not excuse you from payment.

Office hours are Monday-Friday 8:00a-4:00p/closed Wednesday and during lunch (12-1p). Failure to Pay Water and Sewer Bills
- Customers who fail to pay their monthly bill are sent a late notice 30 days following the original issuance of the bill. Past due notices are communicated to BOTH Rental Property Owners and their Tenants informing them of the now past due payment. Amounts due on late notices reflect charges including: charge for consumed services, applicable penalties and interest, and any certified mail fees. Payments must be received by the date indicated on the late notice to avoid termination of service.
- If no payment has been received in the 35 days following the issuance of the late notice, your residence will be posted with a termination notice at the main entrance. Termination notices contain the amount due to prevent shut-off, the shut-off date and the Authority’s contact information. Please call the Authority office if you are having trouble making your payment. If payment is not received by the date of the termination notice, your service will be shut off at the curb. A $40 reactivation fee will be charged to your account at this time as well. Termination notices follow: PA Code § 56.331. General notice provisions and contents of termination notice.
- Restoration of services after termination requires the entire account balance to be paid in full before service is reactivated. Payments must be received by no later than 3:00 pm for same day reactivation of service. Payment Plans may be available; contact the Authority office to determine eligibility. Eligibility is determined on a case-by-case basis, and customers must NOT have previously defaulted on a payment plan with the Authority to be eligible.
- Failure to pay outstanding account balances within thirty (30) days after termination of service will result in a Municipal Lien filing against the property.
